PUBLIC ADMINISTRATORS ASSOCIATION OF UGANDA GETS NEW OFFICE BEARERS

Members of the Public Administrators Association of Uganda (PAAU) have elected new office bearers with Mr. Emmanuel Freddie Mugunga ,the Under Secretary Ministry of Science Technology winning the polls as the association ‘s  Chairman .

The new PAAU office bears  who included ,Vice Chairperson, Ms. Christine Najjuma Ssegawa, General Secretary, Nathan Gessa, Treasurer, Geoffrey Sseremba, Publicity Secretary, Walter A Kumakech were elected at the 2nd Administrators Forum  which was held at Imperial Golf View Hotel in Entebbe.

Other members on the PAAU governing committee ,Mr.Emmanuel Walanu a representative from the office of the President, Ms. Maureen Kasande representing under Secretaries, ,Hadijja Wegosasa, for Principle Assistant Secretaries, Ms. Annet Kiraza, for Senior Assistant Secretaries and  Rajab “Virus” Lukwago, representing Assistant Secretaries.

The meeting which was held under the theme : “Administrative Effectiveness and Service Delivery: Redefining the Role of Administrative Officers in Development”,was opened  was opened by Rt. Hon Alitwala Rebecca Kadaga Speaker of the Parliament of Uganda.

Guest speakers included; Ms. Esther Mbayo, Minister for the Presidency,. Retired  Justice Ralph Ocan who is the  Chairperson Public Service Commission, Mr Pius Bigirimana, Secretary to the Judiciary , Hajji Yunus Kakande , Dr. Peter Kimbowa – Managing Partner IFE Consults, Mr. Willis Bashasha – Director NRM Manifesto.

Mr. Mugunga replaces ,Mr. Aggrey David Kibenge who has hitherto  been the Interim Chair of the Public Administrators Association of Uganda (PAAU), having been elected at the 1st Administrators Forum which sat last year at the Civil Service College in Jinja.

At the time, Mr. Kibinge  was still an Under Secretary at the Ministry of Education and Sport. He was this month Promoted to the position of Permanent Secretary and therefore no longer eligible for leadership according to the Constitution of PAAU. His entire interim Executive was however returned since  they have  managed to put in place the  PAAU Constitution which was approved during the 2nd Administrative Officers Forum;  set up a  and registered a SACCO for the PAAU Members which is headed by Mr.Benon Kigenyi (Under Secretary Ministry of Gender, Labour and Social Development) and  mobilised support for fellow administrators .

Mr. Mugunga promised to  build on what has been to strengthen the membership through increased participation, harmonising and building synergies with the Chief Administrative Officers ’ and the Hospital Administrators Associations that bring together central government  administrators the district level.

He further pledged to work with the Office of the President to strengthen the role of Administrators in spearheading service delivery and mobilise Administrators towards building a strong SACCO with a savings portfolio capable of providing pocket-friendly loans and  hence providing financial stability to the members.

Topics discussed at the Forum included among others  ,Administrative Culture and Career Development ,Facilities and Assets Management , Public Private Partnership, Assessing Government’s Interventions and Achievements and recent developments and emerging issues in the Administrative Cadre. The PAAU has 280 members.
